Higher Education Emergency Relief Fund (HEERF) Reports for quarter ended March 31, 2022

Student Portion

Elon University has been allocated three phases of funding from the Department of Education to support students who may be hindered financially during the COVID-19 pandemic. The first phase of funding from the CARES Act established the Higher Education Emergency Relief Fund (HEERF I). Elon University’s administration signed and returned the certification agreement to accept the funding and provide emergency financial aid grants to students affected by the pandemic. Additional funding was allocated from the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA or HEERF II) and the American Rescue Plan (ARP or HEERF III).

As of April 7, 2022, total funding received by the University from HEERF I, II, and III for emergency financial aid grants is $6,892,110.

In the 1st quarter of 2022 ending March 31, 2022, $123,119 in HEERF emergency financial aid grants were disbursed to 38 unduplicated students.

The estimated total number of overall students potentially eligible to be considered to have received emergency financial aid grants by Quarter 1 ending March 31, 2022 was 7,063 for HEERF III, 6,553 for HEERF II, and 2,610 for HEERF I. Total unduplicated students across all three edition of HEERF total 9,444.

Undergraduate and graduate students enrolled in degree programs at Elon during fall semester 2021 were considered for the emergency financial aid grants. Priority was given to those students who have the greatest financial need. Elon’s Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine financial need. Students who are eligible for Pell Grants received a HEERF III emergency financial aid grant of $4,500. All other eligible undergraduate, graduate, and professional school students will receive an emergency financial aid grant of $1,175. Students complete a verification form as part of this process.

Additional Guidance: Students were notified of their eligibility to receive funding from HEERF III in a series of emails. All degree-seeking students in undergraduate and graduate programs received an email on September 15, 2021 notifying them of the deadline to apply for emergency financial aid grants. A second email was sent to all students who had not responded on September 21, 2021. A third email was sent on September 24, 2021 to PELL eligible students who had not yet responded. A final email was sent on September 28, 2021 notifying parents of undergraduate students who had not yet responded. Students were directed to their OnTrack accounts to apply for the grants. Students were also informed that the 2021 FASFA was based on 2019 income and asset information which predated the onset of the pandemic. However, any change of financial circumstances that has affected the student or their family’s financial situation should contact the Office of Financial Aid to determine if they are eligible for an adjustment to their FASFA due to a loss of family income. All applications for emergency financial aid grants were due on September 30, 2021.

Elon University had minimal funds from both HEERF II and HEERF III remaining in the first quarter of 2022. Pell eligible students who had not responded to the first disbursement rounds and had not received a prior disbursement were contacted and informed of continued eligibility. The remaining funds were distributed evenly across those Pell students who subsequently responded with an application and the HEERF II and HEERF III programs were completed. Disbursements averaged $2,685.34 for HEERF II and $4,500 for HEERF III.

Institutional Portion

Elon University has received a total of $8,236,266 of institutional support from the Higher Education Emergency Relief Fund in three allocations (HEERF I, HEERF II, HEERF III). These funds are available to assist in recovering costs associated with significant changes to the delivery of instruction due to the COVID-19 pandemic. Allowable reimbursements include, but are not limited to, costs related to refunds and credits of tuition, housing, room and board, additional technology needs, off-campus housing, campus safety and support for faculty and staff training in online instruction.

Beginning in the quarter ending June 30, 2021 (Q2), guidance from the Department of Education requires institutional portion funds received under CARES (HEERF I), CRRSSA (HEERF II), and ARP (HEERF III) be consolidated and reported on a single quarterly report. Expenses claimed for the quarter ending March 31, 2022, equal $34,503. The consolidated HEERF-Institutional quarterly report is available below:

The final distributions were made in the 1st quarter of 2022, therefore no additional reporting is required on HEERF I, II and III.

Student Portion

As of January 7, 2022, total funding received by the University from HEERF I, II, and III for emergency financial aid grants is $6,892,110.

In the 4th quarter ending December 31, 2021, $3,865,875 in HEERF funds were disbursed to 2,045 unduplicated students.

The estimated total number of students potentially eligible to be considered to receive emergency financial aid grants in Quarter 4 ending December 31, 2021 was 7,063.

Undergraduate and graduate students enrolled in degree programs at Elon during fall semester 2021 were considered for the emergency financial aid grants. Priority was given to those students who have the greatest financial need. Elon’s Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine eligibility. Students who are eligible for Pell Grants received a HEERF III emergency financial aid grant of $4,500. The estimated total number of students potentially eligible to be considered to receive an emergency financial aid grant in Quarter 3 ending September 30, 2021, for HEERF II and HEERF III was 6,553 and 7,063, respectively.

Undergraduate and graduate students enrolled in degree programs at Elon during fall semester 2021 were considered for the emergency financial aid grants. Priority was given to those students who have the greatest financial need. Elon’s Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine eligibility. Pell students who are eligible for the emergency financial aid grants received a $2,500 grant from HEERF II and a $4,500 grant from HEERF III. All other eligible undergraduate, graduate, and professional school students received a $1,000 grant from HEERF II and $1,175 grant from HEERF III. Students completed a verification form as part of this process.

HEERF III

Elon University received funding through the Higher Education Emergency Relief Fund III (HEERF III) as part of the $39.6 billion authorized by the American Rescue Plan (ARP). ARP funds are in addition to funds authorized by the CRRSA Act and CARES Act. The university was authorized $3,902,878 which is available to assist in recovering costs associated with significant changes to the delivery of instruction due to the coronavirus. Allowable reimbursements include, but are not limited to, costs related to refunds and credits of tuition, housing, room and board, additional technology needs, off-campus housing, campus safety and support for faculty and staff training in online instruction.

Reimbursement of these expenses is limited to the cumulative awarding of Emergency Financial Aid Grants. Quarterly reporting is required beginning with the period ending June 30, 2021, where no expenses were reported. Expenses claimed for the quarter ended September 30, 2021, equal $2,500. HEERF II

Elon is required to provide the same amount on student grants through HEERF II funding as with HEERF I ($1,494,616). These grants may be used to satisfy charges on the student’s account or request that approved grants be directly distributed through the Bursar’s Office.

Elon University has received $1,494,616 under the Higher Education Emergency Relief Fund (HEERF) II student portion.
As of September 30, 2021, a total of $1,406,000 has been distributed to students.
Elon determined that 6,553 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.
975 students have requested and received an emergency financial aid grant as of September 30, 2021.
Undergraduate and graduate students enrolled in degree programs at Elon during spring semester 2021 and eligible to apply for federal aid were considered for these grants. Priority was given to those who have the greatest financial need. Elon’s Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine eligibility. Students who were eligible for Pell Grants received a HEERF II emergency financial aid grant of $2,500. All other eligible undergraduate, graduate, and professional school students received an emergency financial aid grant of $1,000. Students completed a verification form as part of this process.

HEERF III

Elon is required to provide at least 50 percent of the HEERF III funding as emergency financial aid grants to students. These grants may be used to satisfy charges on the student’s account or request that approved grants be directly distributed through the Bursar’s Office.

Elon University has received $3,902,878 under the Higher Education Emergency Relief Fund (HEERF) III student portion.
As of September 30, 2021, a total of $2,500 has been distributed to students.

Elon determined that 7,063 students are enrolled in degree-seeking programs and were therefore eligible to receive an emergency financial aid grant.
2,048 students have requested an emergency financial aid grant as of September 30, 2021.
Less than 10 students have received an emergency financial aid grant as of September 30, 2021. NOTE: As of September 30, 2021, the University was still reviewing applications with a due date of September 30. These emergency grants will be processed and distributed the first week of October 2021. The University will continue to review applications and distribute additional emergency financial aid grants received after the September 30, 2021 due date on an individual basis.

The university received $1,494,616 which was available to assist in recovering costs associated with significant changes to the delivery of instruction due to the coronavirus. Allowable reimbursements include, but are not limited to, costs related to refunds and credits of tuition, housing, room and board, additional technology needs, off-campus housing, campus safety and support for faculty and staff training in online instruction.

Reimbursement of these expenses is limited to the cumulative awarding of Emergency Financial Aid Grants. Expenses claimed for the quarter ending June 30, 2020 equal $195,087. Quarterly reporting was required beginning with the period ended September 30, 2020. The institutional portion of HEERF I has been fully expended as of the quarter ending June 30, 2021. Elon has provided the mandated amount of at least 50 percent of the funds received through the CARES Act (HEERF I) as emergency financial aid grants to students.

Elon University has received $1,494,616 under the Higher Education Emergency Relief Fund student portion.
As of June 30, 2021, the student portion has been fully expended. A total of $1,494,616 has been distributed to students.
Elon determined that 2,610 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.
2,041 students have requested and received an emergency financial aid grant as of June 30, 2021.
Undergraduate and graduate students enrolled in degree programs at Elon during spring semester 2020 who meet basic eligibility criteria for federal financial aid were considered for these grants. Priority was given to those who have the greatest financial need. Elon’s Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine eligibility. Initially, students who were eligible for Pell Grants received a CARES ACT (HEERF I) emergency financial aid grant of $1,000. During the Spring 2021 semester, PELL students who were still enrolled were given an opportunity to apply for a second HEERF I emergency financial aid grant. The approved grants were awarded for $840.89 per student. All other eligible undergraduate students received a CARES Act emergency financial aid grant of $500. All other eligible graduate and professional school students received a CARES Act emergency financial aid grant of $350. Students completed a verification form as part of this process.

Elon’s Truitt Center for Religious & Spiritual Life awarded $52,629 of CARES Act (HEERF I) emergency financial aid grants through the Chaplains Emergency Fund. Elon awarded $45,000 of the CARES Act emergency Financial Aid Grant to the Global Education Center to compensate a known number of students for losses associated with study abroad room costs not reimbursed by third-party providers. These amounts are included in the total funds distributed of $1,494,616.
This report serves as the final quarterly report for the CARES Act (HEERF I) funding.

HEERF II

Elon University has received $1,494,616 under the Higher Education Emergency Relief Fund (HEERF) II student portion.
As of June 30, 2021 a total of $1,403,500 has been distributed to students.
Elon determined that 6,553 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.
974 students have requested and received an emergency financial aid grant as of June 30, 2021.
Undergraduate and graduate students enrolled in degree programs at Elon during spring semester 2021 and eligible to apply for federal aid were considered for these grants. Elon University is providing the following information as required by the U.S. Department of Education. This information is provided 45 days for the second 45 day reporting period after the university’s initial receipt of funding under the CARES Act Higher Education Emergency Relief Fund.

Elon University has received $1,494,616 under the Higher Education Emergency Relief Fund student portion.
Of that amount, $1,222,009 has been distributed to students as of August 19, 2020.
Elon determined that 2,610 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and were therefore eligible to receive an emergency financial aid grant.

Students who were eligible for Pell Grants received a CARES ACT emergency financial aid grant of $1,000. All other eligible undergraduate students received a CARES Act emergency financial aid grant of $500 All other eligible graduate and professional school students received a CARES Act emergency financial aid grant of $350. Students completed a verification form as part of this process.
Elon has earmarked $100,000 of the CARES Act emergency financial aid grant to be distributed by the Truitt Center for Religious & Spiritual Life through the Chaplains Emergency Fund. Of those funds a total of $19,609 has been awarded. Elon has awarded $45,000 of the CARES Act emergency Financial Aid Grant for the Global Education Center to compensate a known number of students for losses associated with study abroad room costs not reimbursed by third-party providers. These amounts are included in the total funds distributed of $1,222,009.

Overview of the distribution process for CARES Act Higher Education Relief funding

Elon University has received funding through the Coronavirus Aid, Relief and Economic Security (CARES) Act to help support students who may be struggling financially during the COVID-19 pandemic.
The CARES Act funding will be used to provide emergency financial aid grants to eligible students with significant need to help them cover certain past or future expenses due to the disruption caused by this global public health crisis.
Students enrolled at Elon during spring semester 2020 who meet basic eligibility criteria for federal financial aid have been considered for CARES Act grants. Elon’s Office of Financial Aid used Free Application for Federal Student Aid (FAFSA) data to determine student eligibility, with the highest priority given to those with the greatest financial need.
Eligible students were contacted by email on Tuesday, May 12, by the Office of Financial Aid about the process of receiving a CARES Act grant.
