Elon University
The prediction, in brief:

I think the government should not build and/or operate such networks. I believe that the private sector can and will be incented to build these networks.

Predictor: Allen, Robert E.

Prediction, in context:

In a 1993 New York Times article, John Markoff reports on the proposed information superhighway and quotes AT&T CEO Robert Allen. Markoff writes: ”Mr. Allen of AT&T is comfortable with the government’s role in developing new technology but is uncomfortable with the government’s building a network that would compete with that of the phone companies. That should be left to private communications and computer companies, which are already rapidly deploying new kinds of data networks, he feels. ‘I think the government should not build and/or operate such networks,’ Mr. Allen said at Mr. [Bill] Clinton’s economic seminar. ‘I believe that the private sector can and will be incented to build these networks.’ Mr. Allen has company. Although the rapid growth of computer networks has been subsidized to a significant degree by the government, many computer executives thing future federal investment in building networks is wrongheaded.”
