In her new book, ‘Who Owns Information?,’ Anne Wells Branscomb, a communications and computer lawyer, explains that because the laws governing cyberspace are unclear, electronic pioneers have been ‘carving out their own information domains in much the same way that pioneers homesteaded the Western frontiers.’ Since copying is so easy, Branscomb says, the common practice is ‘first-come, first-served’ and ‘what is yours is mine.’ Some advocates, such as Richard Stallman, president of the Free Software Foundation in Cambridge, Mass., say that copyrights inhibit the development of good software. Biography:

Anne Wells Branscomb, an expert in technology and the law, was the author of “Who Owns Information? From Privacy to Public Access” (Basic Books, 1994), and the 1995 Yale Law Journal article “Anonymity, Autonomy, and Accountability as Challenges to the First Amendment in Cyberspaces.” (Legislator/Politician/Lawyer.)
