Elon University
The prediction, in brief:

Government should not provide direct funding to obtain and operate infrastructure, unless it is committed to competition with commercial ISPs and the need for continuous upgrade of hardware and software to maintain reliability and performance. Short of this commitment, it is not efficient for states to own infrastructure … In addition, a policy that requires the government to compete with commerce, thereby stemming the generation of tax revenues, is philosophically bankrupt.

Predictor: Schrader, William

Prediction, in context:

In his October 4, 1994, testimony at a House of Representatives Science Committee hearing on the Internet, William Schrader, president and CEO of Performance Systems International (PSI), says: ”I make the following recommendations: ”1) Cease funding production infrastructure. ”2) Subsidize libraries. If this is a national priority, then Congress should provide matching funds to all rural libraries interested in participating … ”3) Prevent libraries from ‘reselling’ to small businesses. In third-world countries, farmers are wiped out financially when the U.S. sends in hundreds of tons of free grain. The same fate awaits the small ISP business in rural America when they are forced to compete with government funding … Libraries should be prohibited from issuing domain names … prohibited from allowing PPP or SLP access from remote sites. ”4) Fund true infrastructure research. Advanced technology research in the university sector warrants funding … ”5) Guarantee U.S. citizens right to privacy. Defeat the Digital Telephony Bill (S. 2375 and H.R. 4922) and prevent the NSA, FBI, DEA and domestic police agencies from having the ability to violate our privacy rights. ”6) Cease and desist developing and deploying Clipper Chip Technology. Rights of privacy extend to all messages sent and received, regardless of content, and the government should not place itself in the position of violating those rights …”
