Elon University
The prediction, in brief:

Maybe whenever a person does decide to buy anything, a site could ask him to please post a review of the experience with the Internet Better Business Bureau Web page.

Predictor: Hapgood, Fred

Prediction, in context:

In this 1995 Internet chat-group discussion, Fred Hapgood suggests a Better Business Bureau for the Internet. He writes: ”Maybe whenever a person does decide to buy anything, a site could ask him to please post a review of the experience with the Internet Better Business Bureau Web page. People at the IBBB would play the scam/anti-scam game. And users considering a purchase would be told they could connect to the IBBB to review its files before committing their money. It would be ideal if the IBBB could be supported by buyers, on a charge-per-hit basis, but it seems more likely that the first such site to appear will be organized by vendors.”

Biography:

Fred Hapgood took on the role of moderator of the Nanosystems Interest Group at MIT and wrote a number of articles for Wired and other tech publications of the early 1990s. (Author/Editor/Journalist.)
