One thing is clear, if Internet Services are nor attractive to the general populace, they won’t be used.
We will therefore need a constitutional right NOT to have Internet access (c.f. some Government announcements where you are assumed to have ‘seen’ the information on TV.)
Ignorance of the Law is no excuse, we are told, but what if the law is defined via the Net…? Shades of Brave New World?
