Barbour and Morgan deliver invited paper at Budapest meeting

Jim Barbour (Economics) and Betty Morgan (Political Science) presented their paper “Evolution in Subsidiarity, Proportionality, and the European Court of Justice: Implications for the Interactions Between the EU and the New Member States” at the Eighth-Annual International Research Symposium On Public Management (IRSPM). This paper considers the European Court of Justice’s (ECJ) record, thus far, in using the principle of subsidiarity in reviewing member states institutional actions. Using decisions from relevant contemporary ECJ case law, the paper concludes with an assessment of the difficulties evident in calling for greater responsiveness and sensitivity by the court to issues of subsidiarity and proportionality and what those difficulties may portend for new member states.

Each year IRSPM attracts scholars of Public Management and Economics from around the world. This year 150 scholars from 28 countries were represented. This year’s symposium was hosted by the Budapest University of Economic Sciences and Public Administration.
