News & Record publishes Noer column on “government puppets”

David Noer, the Frank S.Holt Jr. Professor of Business Leadership at Elon, had a column published March 30, 2008, in the (Greensboro, N.C.) News &Record.The topic was the relationship between elected leaders and the city/county manager employees who handle day-to-day business for a region.

Holt likens these relationships to those of “puppet/manipulators” and offers suggestions for improvement.
