Professor Victor Streib of the Elon University School of Law has published an article, "Precocious Killers: Justice for Homicidal Pre-Teens," in the latest issue of the CHILDREN’S LEGAL RIGHTS JOURNAL, published by Loyola University in Chicago.
Streib explores cases of murder committed by children ages 7 to 12. The reasons why these murders occur are examined, but the primary focus is on how the legal system mishandles such cases. Streib proposes special rules for very young killers, both for defining their homicides and for processing them by police, prosecutors and courts.
