Howard Katz, a professor at Elon University School of Law, provided analysis for News 14 Carolina on March 4, focused on the municpal management challenges that arise during staff and leadership transitions.
Katz, who has taught managerial law and ethics, constitutional law, contracts, land use planning, and legal analysis in his various positions, also has experience with forming public policy, having worked for six years as director of strategic planning and policy for the Cuyahoga County Treasurer’s Office in Cleveland, and as the chief counsel to the Cleveland City Council.
The analysis Katz offered to News 14 Carolina emphasized the costs in staff time and in disruptions to the decision-making process in municipal government that can arise during leadership transitions.
