From the New Bern Sun Journal (3/22/11): Lawmakers have put off a vote over the proposed Sunshine Amendment until Thursday.
The amendment, which would write open government principles into the N.C. Constitution, was originally up for a vote last Thursday. At that time, House members had gotten into a debate over whether the proposal should be enshrined in the Constitution or simply put in the state’s law books as a general statute.
General statutes are easier to change than the N.C. Constitution, which requires three-fifths majorities in both chambers of the General Assembly and ratification by the voters.
