Elon Law professor Andy Haile delivered a presentation at the J. Nelson Young Tax Institute at the University of North Carolina School of Law on April 29. Haile's presentation reviewed North Carolina's state budget challenges and a range of recently enacted and proposed tax reforms in states across the nation.
After focusing on areas of concern regarding North Carolina’s budget cuts and current tax code, Haile detailed approaches that other governors and legislators have advanced for dealing with their states’ impending budget shortfalls. In particular, Haile highlighted three different approaches, which he called the “New Jersey” approach, the “Illinois” approach, and the “Connecticut” approach. Finally, Haile examined North Carolina’s current budget situation and explained the major components of Governor Perdue’s proposed budget for fiscal years 2011-12 and 2012-13.
The J. Nelson Young Tax Institute is an annual professional program covering current tax problems and issues at the post-graduate level of knowledge. Emphasis is placed on subjects that are new and current, including in-depth coverage of recent developments and problems that often prove difficult in planning clients’ affairs and transactions. The speakers invited to the Institute are usually tax practitioners and scholars from throughout the country who have been selected for their technical expertise and speaking ability. The program features discussions on current issues in individual and business income taxation, and in estate planning.
